Education is key to the achievement of the 2030 Agenda for Sustainable Development and features as a goal in itself (SDG 4), sub-divided into 7 Targets and 3 Means of Implementation. The aim of SDG 4 is to "ensure inclusive and equitable quality education and promote lifelong learning opportunities for all" by 2030.
Across the globe, approximately 63 million children (aged 6 to 11) and 200 million adolescents and young people (aged 12 to 17) are out of school.
Spanish Cooperation's Fifth Master Plan (2018-2021) has adopted SDG 4 as one of its own Strategic Objectives and specifies the Targets to be prioritized: Target 4.1 (ensure that all girls and boys complete free, equitable and quality primary and secondary education) and Target 4.7 (ensure all learners acquire knowledge and skills needed to promote sustainable development). The priority lines of action, in the framework of the current Master Plan, are as follows: support countries in their efforts to improve the quality of their educational systems; provide technical and professional training to the most vulnerable people to favour their employability; promote education and awareness-raising processes to foster alternative cultural activities.
The Sectoral Strategy for Education and the Sectoral Action Plan for Education were drafted before the 2030 Agenda and, as stipulated in the Fifth Master Plan, they will need to be revised. The Strategy for Childhood also includes a significant specific objective focused on the right of children and adolescents to education, to promote, from an equity approach, access to and continuance in free, public, quality, inclusive, basic education and to improve learning processes and outcomes.
