The Education for Development Strategy defines the EpD as the "educative process (formal, non formal and informal) constantly directed, trough knowledges, attitudes and values, to promote a Global Citizenship that generates a culture of solidarity, commites with the fight against poverty and exclusion, as well as with the promotion of a human and sustainable development".
According to the V Director Plan of Spanish Cooperation, Education for Development is a key process for the Spanish Cooperation, wich aim is the participation from an efficient and qualified development policy through the knowledge and the development of competences, values and attitudes related to solidarity, social justice and Human Rights.
Field Cooperation has as a goal to modify the South without modifying the North, meanwhile Education for Development expects to change the North for making durable the improvements in the South. It can be said that Cooperation to Development is constituted by these two lines of work which are defined and complementary.
It is not worth to make efforts in order to change the South without transforming the Notth, that is where most of the imbalances are found. Political leaders. institutions and NGDOs, hold up this idea.
We talk about an educational process because we consider necessary that the actions carried out from Education for Development shouldn't be one-time, but they have to be included within planned projects, oriented to different audiences, wether in Educative Centres, Universities, leisure and free time venues, mass media, etc.
Horizontal and sectorial principles of the Spanish Cooperation, determine the content of ED's actions.
There are four dimensions, non exclusive and interrelated, through with ED is developed: sensitivity, education/training, investigation, social participation/political scope (see chart above)
AECID, in order to carry on all these activities works together with NGOD, Universities, Unions and other cooperation agents, through different instruments, such as Conventions for NGOs, Annual Call for NGO Projects and actions of cooperation.
AECID, together with the Education and Professional Ministry, develops the Teachers for Development Programme.
