      The Cooperation Fund for Water and Sanitation (FCAS) manages resources from the State Secretariat for International Cooperation and for Ibero-America and the Caribbean (Ministry of Foreign Affairs, Cooperation and the European Union).

      The Fund's decision-making body is its Executive Committee, comprising representatives from different Ministries of Spain's General State Administration. The Committee meets quarterly to study and monitor interventions and evaluate funding proposals, which are then submitted to the Council of Ministers.

      FCAS also has an Advisory Council, chaired by the Secretary of State for International Cooperation and Ibero-America and comprising a maximum of 40 members with an established reputation in the field of water and water resources. Its functions include analysing and issuing opinions on the operations carried out under the Fund, as well as advising and proposing lines of action to the Department of the Cooperation Fund for Water and Sanitation.

      This Department of the Cooperation Fund for Water and Sanitation, part of the Directorate for Cooperation with Latin America and the Caribbean of the Spanish Agency for International Development Cooperation (AECID), is responsible for managing the Fund.

      The Fund relies on Spain's Instituto de Crédito Oficial (ICO) as the financial agent for its grants. ICO formalises financing agreements with the beneficiary entities, and provides all the financial services related to the operations authorised under FCAS, including technical instrumentation, accounting, cash flow, control, and collection and recovery services.
